إن التغيرات البيئية المتلاحقة و الاختلالات الخطيرة، و التي كان لها أثر مباشر على المجال العمراني ، أفرزت حاجة ملحة إلى إرساء منظومة قانونية بيئية و عمرانية شاملة ومستدامة، تجمع بين حاجة الإنسان للعيش في مباني خضراء، تراعى فيها الأبعاد البيئية ، سواء من حيث التقنيات أو المواد المستخدمة ) تصاميم تحقق التجانس بين التشكيل العمراني و المعطيات البيئية، طاقة نظيفة، الحماية من التلوث الضجيجي و البصري، الاهتمام بالمساحات الخضراء.... ) و بين تطلعاته للوصول إلى أعلى مستويات العصرنة في تصميم المباني ، فكان لزاما استحداث آليات قانونية للتخطيط والتشييد العمراني  وتوفير خبرات مادية وبشرية مؤهلة  لتحقيق الموازنة بين ضرورات عصرنة العمران وبين مقتضيات حماية البيئة
